Establishment & Legal Structuring of Development and Microfinance Institutions

Advised on the establishment and legal structuring of key development and microfinance institutions, including the Pakistan Poverty Alleviation Fund (PPAF), National Rural Support Programme (NRSP), NRSP Microfinance Bank, Pakistan Human Development Fund (PHDF), Pakistan Microfinance Network (PMN), Rural Support Programme Network (RSPN), Strengthening Participatory Organization (SPO), Punjab Rural Support Programme (PRSP), Balochistan Rural Support Programme (BRSP), and DSP Microfinance Bank (under establishment).

World Bank — Single-Source Appointments

Selected on a single-source basis by the World Bank for the establishment of the Pakistan Poverty Alleviation Fund (PPAF), the Microfinance Investment Support Facility for Afghanistan (MISFA), the Fund for Protected Areas (FPA), and the Balochistan Education Foundation, including preparation of legal frameworks, constitutional documents and regulatory instruments.

Regulatory Authorities — PTA, NEPRA & PEMRA

Acted as legal advisors to leading regulatory authorities, including the Pakistan Telecommunication Authority (PTA), the National Electric Power Regulatory Authority (NEPRA), and the Pakistan Electronic Media Regulatory Authority (PEMRA), drafting and reviewing legislation, rules, regulations and institutional procedures.

International & Multilateral Organizations

Provided legal advisory services to UNHCR, UNOCHA, USAID, the Asian Development Bank (ADB), the International Finance Corporation (IFC), the World Tourism Organization (UNWTO), and various ministries and government agencies on institutional governance, procurement, contracts, project documentation, regulatory compliance and dispute resolution.
