Dr. Mohammad Azam Chaudhry founded Azam Chaudhry Law Associates in 1974, following a distinguished career in international public service that placed him at the heart of the United Nations system for over a decade.

He joined the World Tourism Organization (UNWTO) in 1976 as Legal Officer, where he served as Secretary of the Legal Committee of the Executive Council and of the General Assembly, and negotiated agreements with the Governments of Spain, Sri Lanka, Egypt and Peru during his tenure as Legal Officer (1979–1982).

He subsequently served UNHCR in Geneva as Legal Advisor (1986–1987), supervising the application of international legal norms, negotiating and drafting assistance agreements, air charter agreements and commercial contracts, and handling litigation and insurance claims. During this period he also served as Member of the Joint Appeals Board, the Contracts Committee, the Executive Management Group and the Coordination Team, and as Secretary of the Management Committee. From 1982 to 1986, he acted as UNHCR's Representative in Spain.

Since 1987, Dr. Chaudhry has practised as an advocate in Pakistan, advising on arbitration and alternative dispute resolution, corporate affairs, banking and financial matters, oil and gas law, import and export regulation, telecommunications law, power generation and energy law, and international trade law under WTO agreements.

Honours & Distinctions

  • Was awarded the Certificate of the Nobel Peace Prize as an official of UNHCR when the agency received the Nobel Peace Prize in 1981.
  • Was conferred France's highest civilian honour, the Chevalier de la Légion d'Honneur (Knight of the Legion of Honour), by the President of France in July 2003.
  • President of the Alliance Française (French Cultural Centre), Islamabad, from 2003 to 2013.

Qualifications

  • Ph.D. in International Law, Paris University — dissertation on the Settlement of International Disputes within the Framework of the Specialized Agencies of the United Nations.
  • Enrolled as an Advocate in 1968; Advocate of the Lahore High Court since 1973.
  • Works fluently in Urdu, English, French and Spanish.
Mr. Basharat Qadir

Mr. Basharat Qadir graduated from Punjab University, Lahore in 1964 and completed his LLB in 1971. Enrolled as an Advocate in 1972 and as an Advocate of the Lahore High Court in 1974, he trained in the chambers of his father, the late Mr. Manzur Qadir, former Chief Justice of the West Pakistan High Court, assisting on landmark cases including Asma Jilani v. The State and the National Assembly's Bangladesh Recognition Reference before the Supreme Court.

He served as Legal Consultant and later Director Legal of Pakistan's Private Power & Infrastructure Board (PPIB, 1997–2004), where he advised on the establishment and operation of power projects, drafted and negotiated the Security Package (Implementation Agreements, Power Purchase Agreements, Fuel Supply Agreements and Water Use Agreements) under the Government's 2002 Power Policy, and liaised with the Attorney General for Pakistan and international counsel on ICC arbitration matters involving the Government of Pakistan.

He also served as Legal Advisor to USAID-Pakistan for over ten years (1984–1994), earning a Meritorious Honor Award in 1987, and led legal work on the establishment of TECHRED, the Sarhad Rural Support Corporation, the Pakistan Tree Farm Society and the Afghan Construction Logistics Unit, alongside regular advisory work for the US Embassy, the Canadian High Commission, ADB and leading development organizations.

Practice Focus

Analysis of complex legal and regulatory issues, drafting of legal instruments with significant legal and commercial implications, and rendering of legal advice and opinions — including the drafting of an alternative NGO Bill (1996) and the Health Services Academy Bill (1997).

Mr. Mohammad Qasim Qureshi

Mr. Qasim Qureshi completed his LLB (Honours, External Programme) of the University of London at the Islamabad School of Law, and undertook the Bar Vocational Course at the Inns of Court School of Law, City University, UK. He was called to the Bar of England and Wales by The Honourable Society of Lincoln's Inn in November 2002.

From 2006 to 2012, he served as Chief Executive of the Asian Institute of Trade and Development (AITD), representing the organization at international trade-policy conferences in Pakistan, Nepal, India and Thailand, and authored research on trade liberalization impacts and foreign direct investment in South Asia.

Syed Raham Ali Bokhari

Syed Raham Ali Bokhari

Barrister Raham Ali Bokhari trained with a UK solicitors' firm following completion of his LLB, gaining practical experience with UK court procedure including at the Royal Courts of Justice.
